به گزارش خبرگزاري فرانسه از واشنگتن، گزارش 53 صفحه اي ژنرال «آنتونيو تاگوبا» كه برچسب «محرمانه- دراختيار خارجيان قرار نگيرد» بر روي آن خورده است، برخلاف ادعاهاي ژنرال ريچارد مايرز»، رئيس ستاد مشترك ارتش آمريكا، تأكيد مي كند: «بسياري از سربازان اقداماتي ناشايست انجام داده و حقوق بين المللي را در ابوغريب و اردوگاه بوكا به شدت نقض كرده اند.» ژنرال «تاگوبا» كه بخش هايي از گزارشش در روزنامه «لس آنجلس تايمز» به چاپ رسيده، مي نويسد: «بين اكتبر و دسامبر 2003، اعمال وحشيانه، جنون آميز بدون توجيه بسياري در زندان ابوغريب آشكارا عليه زندانيان انجام گرفته و اين شكنجه هاي غيرقانوني كه به نظام مربوط مي شود، عمداً و توسط بسياري از اعضاي پليس نظامي آمريكا انجام گرفته است.» ژنرال «مايرز» يكشنبه در تلاشي براي كم اهميت جلوه دادن اين افشاگري ها گفت: اقدامات فوق مواردي نادر بوده و به شكلي مستمر نيز انجام نمي گرفته است
